Scenario writer Yoshitaka Murayama drew inspiration from Romance of the Three Kingdoms and The Eternal Champion for the story and setting. He studied historical novels to understand how factions rise and fall within empires.
Suikoden boasts over 108 allied characters and numerous enemies and neutral characters. The Hero may recruit up to 107 new characters to his cause though not all are playable.
The Hero is the son of a Great General named Teo McDohl within the Scarlet Moon Empire who flees the capital city of Gregminster with help from Viktor. After escaping, he becomes the new Liberation Army leader by recruiting Mathiu Silverberg the brother of Odessa.
A high-definition English localization version under the title Suikoden I & II HD Remaster: Gate Rune and Dunan Unification Wars released worldwide on the 6th of March 2025. This remaster became available for Nintendo Switch PlayStation 4 PlayStation 5 Windows Xbox One and Xbox Series X/S platforms.
