  Konami representatives announced the game at the 2011 Tokyo Game Show. No specific details emerged until October 2011 issues of Weekly Famitsu magazine appeared. Project director Osamu Komuta led the development team. He previously worked on Suikoden Tierkreis before taking this role. Scenario writer Kazuyoshi Tsugawa joined the project after involvement in Tierkeis and Suikoden V. Art direction included elements of both Eastern and Western culture. This fusion created distinct visual styles for the three-dimensional environments. The team aimed to blend traditional console role-playing mechanics with new time travel concepts.

  Gensō Suikoden: Tsumugareshi Hyakunen no Toki became the highest-selling title during its debut week in Japan. Sales reached 61,784 units within that initial period. Total regional sales climbed to 83,086 copies before dropping from top charts in March 2012. Weekly Famitsu magazine awarded it a score of 30 out of 40 points. Individual reviews contributed scores of 8, 7, 8, and 7 to reach this total. Dengeki PlayStation magazine gave an average rating of 78.75 out of 100. Their individual scores were 80, 80, 80, and 75 respectively. An English fan translation arrived later on the 7th of October 2021 through Twisted Phoenix Game Translation.
