Freedom House
Freedom House opened its doors on the 22nd of January 1942 at a converted residence located at 32 East 51st Street in New York City. Eleanor Roosevelt and Wendell Willkie served as honorary chairpersons when the organization was incorporated on the 31st of October 1941. The building itself became a physical symbol of their goals with its 19 rooms furnished as a gift from the Allies. A broadcasting facility within the space allowed them to produce radio programs like The Voice of Freedom during 1942 and 1943. These broadcasts countered Axis shortwave propaganda by featuring rebuttals from figures such as Rex Stout who chaired the Writers' War Board. By November 1944 the group planned to raise funds for a permanent home named after the recently deceased Willkie. They purchased an elegant building at 20 West 40th Street in 1945 which they called the Willkie Memorial Building.
Since 1973 Freedom House has published an annual report titled Freedom in the World assessing civil liberties and political rights across 195 countries and 15 territories. Raymond Gastil produced these reports almost entirely on his own between the 1970s and 1990 often working alongside his wife. He described his method in 1990 as a loose intuitive rating system based on traditional Western democratic definitions. Sociologist Kenneth A. Bollen noted that expert-based evaluations are prone to statistical bias of unknown direction regardless of whether it aligns with U.S. policy. A study comparing Freedom House rankings with World Values Survey data found no statistically significant correlation between their measures and subjective feelings of freedom within nations. In 2006 the Knight Foundation commissioned an independent review finding the organization's Press Freedom Index was the best in its class among similar indicators. The Freedom on the Net report covers concepts like new legislation passed but lacks the country coverage seen in other datasets.
After World War II Freedom House took up the struggle against Communism as its leadership believed democracy would be the best weapon against totalitarian ideologies. The organization supported the Marshall Plan and the establishment of NATO during the early Cold War years. It also backed Johnson Administration policies regarding the Vietnam War while remaining highly critical of McCarthyism throughout the 1950s and 1960s. Leaders included prominent civil rights activists who awarded Martin Luther King Jr. and Medgar Evers their annual Freedom Award in 1963. They supported Andrei Sakharov and other Soviet dissidents alongside the Solidarity movement in Poland. Since 2001 Freedom House has supported citizens involved in challenges to existing regimes in Serbia Ukraine Kyrgyzstan Egypt and Tunisia. Field offices now exist in about a dozen countries including Hungary Jordan Mexico and various nations across Central Asia with approximately 300 staff members worldwide.
A study by Kenneth A. Bollen and Pamela Paxton concluded
that from 1972 to 1988 there was unambiguous evidence of judge-specific measurement errors related to country traits. They estimated Gastil's method produced a bias of 0.38 standard deviations against Communist countries and a larger bias of 0.5 standard deviations favoring Christian countries. Nils D. Steiner found strong and consistent evidence of substantial bias before 1988 reflected by relationships between U.S. relations and investigated countries. Sarah Sunn Bush noted in 2017 that while methodology improved after hiring a team in 1990 some criticism remains regarding alignment with US foreign policy. Daniel Treisman criticized assessments of Russia ranking its political rights on the same level as the United Arab Emirates which is a federation of absolute monarchies. He contrasted this with the Polity IV scale where Russia scored +4 compared to -8 for the UAE and +8 for the United States. Craig Murray wrote that
Freedom House decided to back off from spotlighting human rights abuses in Uzbekistan because Republican board members expressed concern about supporting U.S. coalition forces.
In December 2019 the Chinese government sanctioned Freedom House along with four other U.S.-based democracy organizations for interfering in internal affairs. Michael Abramowitz who served as president was among those sanctioned in August 2020 alongside heads of four groups and six U.S. Republican lawmakers. The Chinese foreign ministry stated these individuals had blatantly intervened in Hong Kong affairs and grossly interfered in China's internal affairs. Russia declared Freedom House an undesirable organization in May 2024 after identifying it as biased and serving U.S. interests. Sergei Markov an MP from the ruling United Russia party called the group Russophobic noting one can listen to everything they say except when it comes to Russia. Cuban representatives argued at the UN in May 2001 that the organization was a U.S. foreign policy instrument linked to the CIA submitting proof of politically motivated interventionist activities against their government. Vietnam frequently targets the organization resulting in strong responses
and criticism made by Vietnamese state media regarding Internet freedom assessments.
