• 1. Introduction

  Lord mayor is a title given to the leaders of certain major cities across the Commonwealth and the former British Empire. It comes with special recognition from the sovereign of the United Kingdom. Before the United States existed, Annapolis, then capital of the Province of Maryland, carried this very title. The city was the only one of the Thirteen Colonies to incorporate under a royal charter. Its leader was called Lord Mayor of Annapolis, a name used right up until American independence became official. That detail alone raises the questions this documentary sets out to answer. What actually separates a lord mayor from an ordinary mayor? Who decides which cities qualify, and who gets left out? And why, centuries later, do cities scattered across several continents still carry a title rooted in royal recognition?

• 2. Grants From The Crown

  In Australia, the monarch grants lord mayor status to major cities, among them Adelaide, Brisbane, Darwin, Hobart, Melbourne, Newcastle, Parramatta, Perth, Sydney, and Wollongong. Most of these lord mayors reach the post the same way: aldermen elect one of their own ranks to hold the title. In Uganda, only Kampala carries a lord mayor, in recognition of its role as the country's capital city. In Malaysia, the Malay term Datuk bandar, meaning city chief, names the mayor of Kuala Lumpur, styled locally as Datuk Bandar Kuala Lumpur. Unlike the Australian pattern, the Monarch of Malaysia appoints this position directly, without an election among aldermen. In England, Wales, and Northern Ireland, though, the title carries no governing power of its own at all.

• 3. Ceremony Over Power

  In England, Wales, and Northern Ireland, the office is purely ceremonial, conferred by letters patent rather than earned through daily governance. The most famous holder is the Lord or Lady Mayor of London. Their authority covers only the City of London, not the wider Greater London governed by the modern Mayor of London. The Welsh version of the title, Arglwydd Faer, keeps the same ceremonial meaning in translation. In Ireland, Dublin and Cork still hold their own lord mayoralties, both symbolic in the same way as their British counterparts. Dublin's post traces back to a grant made under the Kingdom of Ireland. Cork's dates from when the city was still part of the United Kingdom. The Irish name for the office, Ardmhéara, translates literally as high mayor. Not every version of the title follows a pattern of a higher authority granting it, though; one Canadian town broke that rule entirely.

• 4. How Canada Broke The Mold

  Niagara-on-the-Lake is the only town in Canada with a lord mayor in the traditional sense. That recognizes its history as the first capital of Upper Canada. Brantford, Ontario took a different route altogether: its council appointed an honorary Lord Mayor, Walter Gretzky, alongside the town's own elected mayor. This stands as the only known case of a council granting the title on its own, rather than the Crown or a national government bestowing it. Across the Atlantic and beyond, other countries use a similar-sounding title for mayors who hold real, day-to-day executive power rather than ceremony alone.

• 5. Real Executives, Borrowed Titles

  In Germany, the title translates to Oberbürgermeister, used for the mayors of large, often county-free cities. As in Austria, Germany's mayors are the real, elected executive heads of their cities, unlike Britain's ceremonial lord mayors. Where big cities split into sub-units with their own district mayors, called Bezirksbürgermeister, one title stays constant at the top. The Oberbürgermeister distinguishes the leader of the whole city from the heads of its parts. Berlin and Hamburg use different names again: Berlin's post is titled Regierender Bürgermeister, meaning governing mayor, while Hamburg calls its leader Erster Bürgermeister, first mayor. Bremen itself splits into two cities, Bremen and Bremerhaven, and each keeps its own mayor. An overall Bürgermeister und Präsident des Senates, chosen by the Bürgerschaft's elected members from both cities, leads the state government and the city of Bremen. Poland uses Prezydent miasta, President of the City, for the mayors of its own large, county-free cities. English speakers once commonly translated this as Lord Mayor, though that usage has faded. Not every country kept a version of the title going. Elsewhere, an ancient Chinese title for the mayor of the capital reveals still another approach entirely.

• 6. Ceremonial Cousins Worldwide

  Copenhagen, the Danish capital, actually has six specialized mayors, each responsible for one area such as schools or roads. One of these six, the overborgmester, leads the group and is commonly translated into English as Lord Mayor. Helsinki's head city manager receives the title ylipormestari, loosely translated as high mayor, granted personally by Finland's president. This ceremonial name is actually used more often in practice than kaupunginjohtaja, the formal title of the office itself. Bucharest and Chişinău, the capitals of Romania and Moldova, both call their mayors Primar General, meaning general mayor. The name is purely ceremonial and carries no greater power than the title held by mayors of any other city in either country. Budapest's mayor holds the title főpolgármester, translating to chief mayor or grand mayor, a title unique to the capital. From 1873 to 1945, the Lord Mayor of Budapest also represented the Hungarian government directly within the capital's municipal authority. In ancient China, the mayor of the capital city, jīng zhào, held the title jīng zhào yĭn. Today Beijing, Tianjin, Shanghai, and Chongqing are led by mayors and party-appointed secretaries who carry no special titles at all. Still, both share the rank of a provincial governor and party secretary. Tallinn, Estonia's capital, had a mayor formally named Lord Mayor, or Ülemlinnapea, from 1938 to 1940. Prague and the Czech Republic's other statutory cities, twenty-five of them under current law, use the title Primátor for their mayors. Sweden has had no direct equivalent of mayor or lord mayor since the 1970s. Its municipalities are instead run by a Kommunalråd, or sometimes several, who chair the municipal board. Stockholm's chief executive carries a different name still, traditionally called Finansborgarråd, or City Councillor of Finance. In the Ethiopian Empire, the Mayor of Addis Ababa was known by the title Lord Mayor, or Kantiba. Whatever the local name, most of these officials answer to one more marker of status: a formal style of address.

• 7. Right Honourable, Right Worshipful

  Belfast, Cardiff, Bristol, the City of London, and York address their lord mayors as The Right Honourable, a distinction no other lord mayoralty shares. Every other lord mayor in this tradition is addressed instead as The Right Worshipful, a marker of the office rather than the individual. Whoever holds either title can also be greeted simply as Sir in direct address, a shorthand used across these ceremonial posts. Even a newly elected lord mayor of York inherits The Right Honourable immediately. The style belongs to the office itself, not to whoever holds it.
