  • On the 26th of July 1775, the Second Continental Congress met in Philadelphia to establish a national postal agency. Benjamin Franklin accepted the role of first postmaster general during this critical moment at the start of the American Revolution. The United States Constitution later ratified in 1788 included the Postal Clause which authorized Congress to establish post offices and roads. This clause served dual purposes: facilitating interstate communication and creating revenue for the young nation. The Post Office Department formed officially in 1792 through passage of the Postal Service Act. It grew into a cabinet-level department by 1872 before transforming again decades later.

  • The Postal Accountability and Enhancement Act passed in 2006 required the service to save $5 billion annually for retiree healthcare over ten years. By August 2012, the USPS defaulted on its first $5.5 billion retirement payment due that month. A second default occurred the 30th of September 2012 involving $5.6 billion owed to retirees. The fourth default arrived the 30th of September 2014 when $5.7 billion remained unpaid. These defaults continued through 2017 as the agency struggled with declining mail volumes and fixed costs. Congress introduced legislation in 2016 and 2019 to remove these funding obligations but nothing passed until the 6th of April 2022. President Joe Biden signed the Postal Service Reform Act that year forgiving $57 billion in debt and ending mandatory retiree health payments.

  • Over 235,000 vehicles comprise one of the largest civilian fleets globally as of 2024. Most units are Chevrolet Grumman LLVs built between 1987 and 1994 lacking air conditioning or modern safety features. The fleet exceeded its expected 24-year lifespan by fiscal year 2017. A $6 billion contract awarded February 2021 to Oshkosh Defense will produce 165,000 Next Generation Delivery Vehicles over ten years. Half of the initial 50,000 vehicles will be electric while all purchases after 2026 must be battery-powered. In August 2024, USPS deployed new electric models at its Topeka Sorting Center in Kansas including a high-clearance package vehicle and a Canoo pod-like van. The fleet electrification plan aims to reduce carbon emissions from fuel and electricity by 40 percent by 2030.

  • Mail flows through approximately 251 Processing and Distribution Centers across the United States today. Each center sorts mail for regions typically spanning around 50 miles radius connecting to the national network. During the 2010s, USPS consolidated sorting work into these hubs replacing point-to-point links with hub-and-spoke distribution paradigms. Mail enters Dual Pass Rough Cull Systems where large packages get removed before reaching Advanced Facer-Canceler Systems. These machines read handwritten addresses using Remote Bar Coding Systems sending images to data entry clerks who type decipherable addresses. Processed mail receives fluorescent ID Tags allowing tracking through Mail Isolation Control and Tracking systems capturing images at over 200 centers. Destination P&DCs sort items back to local post offices grouping them by individual carrier routes.

  • The United States Postal Inspection Service founded the 7th of August 1775 protects employees customers and the nation's mail system from crime. Inspectors enforce over 200 federal laws investigating crimes affecting or fraudulently using the postal system. In 1993 USPIS raided Equifax offices to determine if mail sent via FedEx qualified as extremely urgent under Private Express Statutes. The company received a $30,000 fine after investigators found the mail was not truly urgent. Under the Mail Cover Program law enforcement obtains address information and outer images of every piece of U.S. mail without needing warrants. The Office of Inspector General authorized in 1996 prevents detecting reporting fraud waste program abuse promoting efficiency throughout operations.

  • Article I Section 8 Clause 7 grants Congress power establishing post offices roads creating de facto monopoly over first-class residential mail delivery. No other public private system delivers non-urgent residential letters absent congressional consent. The Private Express Statutes define USPS monopoly on letter delivery while mailbox access rules grant exclusive entry to customer boxes. Neither FedEx nor UPS may deliver non-urgent letters directly ship to U.S. Mail boxes at residential commercial destinations. Both companies maintain transit agreements dropping items with carriers who then provide shipment up to destination post office serving intended recipient. These services handle packages larger heavier than USPS accepts though they compete directly for package delivery business. Proponents argue eliminating PES or mailbox rule would require billions tax revenues finding alternative funding sources maintaining affordable universal service.
