A 1975 summit hosted by France brought together representatives of six governments: France, Germany, Italy, Japan, the United Kingdom, and the United States. The European Union joined as a nonenumerated participant during the 1980s but could not host summits initially. Russia formally entered the political forum from 1997, making it known as the G8 the following year. Russian Foreign Minister Lavrov later stated his country was not interested in rejoining the forum.

By 2015 ninety-three percent of funds had been disbursed to projects like sustainable agriculture development. At the Heiligendamm Summit in 2007 the G8 acknowledged a proposal for worldwide energy efficiency initiatives. They agreed to explore effective means to promote energy use internationally alongside the International Energy Agency. In June 2005 justice ministers launched an international database on pedophiles. Officials also pooled data on terrorism subject to privacy restrictions in individual countries.
The Y8 Summit brought together young leaders from G8 nations and the European Union between 2006 and 2013. The first summit using the name Y8 took place in May 2012 in Puebla Mexico. Delegates ranged in age from eighteen to thirty-five years old. The conference followed formal negotiation procedures similar to the main G8 Summit. An example of participating organizations was the Young European Leadership association which recruited EU delegates. The goal allowed voices of young generations to be heard during global decision-making processes. A consensus-based written statement called the Final Communiqué emerged at each conclusion. This document was presented to G8 leaders to inspire positive change. The summits were organized annually by a network called The IDEA.
