A panel of 26 voters including coaches, general managers, former players, and journalists worked from April through June 2018. Bill Belichick and John Madden reviewed film on early-era players and reported to the full committee. Final votes were due on the 15th of June 2018.

Brady had won six Super Bowl championships by the time the team was announced in 2019, all with the New England Patriots. He added a seventh when the Tampa Bay Buccaneers won Super Bowl LV in his first season with that franchise.
The roster was revealed over six weeks on NFL Network by host Rich Eisen, alongside Cris Collinsworth of NBC Sports and Bill Belichick. The first two selections announced, on December 21 and 22 of 2019, were quarterbacks Joe Montana and Tom Brady.
