William Brault founded the Packer Hall of Fame in 1966. He approached head coach Vince Lombardi to get approval for the project before it opened as exhibits in the lower concourse of the Brown County Veterans Memorial Arena.
President Gerald Ford formally dedicated the addition to the Brown County Veterans Arena on the 3rd of April 1976. This event marked the facility's first permanent status after years of temporary residence.
