  • In 1992, the Government of Moscow proposed a radical transformation for an industrial quarry east of the Third Ring Road. This area, once filled with closed factories and abandoned buildings, became the foundation for what is now known as the Moscow International Business Center. A public company named CITY was established that same year to oversee the initial creation and development of the project. The government authorized PJSC City Company in December 1994 to act as the managing entity for the complex. By early 2014, Solvers Group led by Oleg Malis owned the company responsible for its management. The vision included office spaces, residential units, retail areas, and entertainment facilities all within a single zone spanning 60 hectares.

  • Architectural studio No. 6, part of Mosproject-2 named after Mikhail Vasilyevich Posokhin, took overall responsibility for planning and design. Gennady Lvovich Sirota served as Chief Architect of Moskva-Citi, overseeing the entire complex while agreeing on details for individual projects. Each building lot had its own investor and architect working under this unified framework. By 2014, investments in the project reached approximately $12 billion. The Bagration Bridge connected Tower 2000 to the rest of the MIBC complex, serving as both pedestrian access and structural link. Construction began on Tower 2000 in 1996 and finished in 2001 before being partly demolished to make way for Business Center Bagration.

  • Tower 2000 stood at 104 meters with 34 floors when completed in 2001. Evolution Tower rose to 246 meters across 55 floors by 2014, costing over ₽15 billion. Federation Tower East/Vostok became Moscow's tallest structure at 374 meters with 101 floors upon completion in 2017. OKO complex reached 354 meters with 85 floors by 2015. Mercury City Tower hit 339 meters and 75 floors in 2013. Naberezhnaya Tower achieved 268 meters and 59 floors in 2007. Sezar Tower remains planned for completion around 2030 at 360 meters and 60 floors. By 2016, twelve of twenty-three planned facilities were built while seven remained under construction and four stayed in design stages.

  • The Third Ring Road runs along the western edge of the Presnensky District where the MIBC sits. New highways included the ten-lane Dorogomilovsky Bridge crossing the Moskva River. The Delovoy Tsentr metro station opened on the Filyovskaya line serving the district directly. A second Delovoy Tsentr station appeared on the Kalininsko-Solntsevskaya line. In 2018, a third Delovoy Tsentr station opened as part of the Bolshaya Koltsevaya line before closing in 2024. It was scheduled to reopen in 2026 under the Rublyovo-Arkhangelskaya line designation. Three urban rail stations now serve the area including Moskva-City on both the Moscow Central Circle and D4 lines. Testovskaya station on the D1 line is expected to be renamed after reconstruction.

  • On the 2nd of April 2012, fire erupted on the 67th floor of Federation Tower East/Vostok during construction. Twenty-five firefighting units and four helicopters from the Moscow Aviation Center spent four hours extinguishing the blaze without injury. Another fire broke out on the 25th of January 2013 affecting the 24th floor of an OKO complex skyscraper. On the 9th of July 2014, flames consumed Evolution Tower but were quickly contained with no casualties reported. A worker named Sergey Delyashov climbed Eurasia/Steel Peak on the 18th of June 2017 before being rescued safely. Tragedy struck on the 13th of April 2016 when a laborer fell to his death from approximately the hundredth floor of Naberezhnaya Tower. On the 30th of July 2023, a drone explosion damaged OKO-2 and IQ-quarter buildings breaking windows and injuring one person.
