Cherbourg-Octeville
On the 28th of February 2000, two French towns, Cherbourg and Octeville, merged into a single new commune called Cherbourg-Octeville. It sat in the Manche department of Normandy, in north-western France. Sixteen years later, on the 1st of January 2016, that same commune disappeared again. It was folded into a larger commune named Cherbourg-en-Cotentin and reduced to delegated status within it. What does it take to keep a place's identity alive after two mergers in less than two decades? And who still speaks for a town that technically stopped governing itself?
Sébastien Fagnen holds the office of delegate mayor, having been elected to the role in 2017. He works alongside a delegate municipal council, the body set up to handle the former commune's local affairs. Between them, a named mayor and a dedicated council still exist for a place with no independent town hall of its own. As long as Fagnen remains delegate mayor, the council keeps a distinct local voice inside the larger commune it now belongs to.
