Ukrinform was founded in 1918 during the Ukrainian War of Independence, originally under the name the Bureau of Ukrainian Press. Its first director was Dmytro Dontsov, when the agency was also known as the Ukrainian Telegraph Agency.

In March 2022, the Institute of Mass Information formally recommended Ukrinform as a reliable and trustworthy media outlet. The endorsement came as Russia launched its full-scale invasion of Ukraine.
