Yoshinori Ono suggested introducing a female Korean character into the Street Fighter series shortly after Street Fighter II became popular. The development team generated 400 to 500 design ideas before settling on Juri Han as the final result.
Juri made her first appearance in 2010's Super Street Fighter IV as an agent of S.I.N. known as Spider. She later became available via downloadable content for Street Fighter V in July 2016.
The decision to align Juri with Seth tied her directly to the organization S.I.N. and shaped her backstory involving damaged eyes and implanted technology. Her left eye was replaced by a pink crystal known as the Feng Shui Engine after this alignment occurred.
Juri's shirt was modeled after a spider leaving the sides of her breasts exposed at Yoshinori Ono's suggestion. The color scheme shifted from plain to hot pink because she did not stand out among the existing roster and no other female character used that hue.
She appeared as a playable character in Street Fighter X Tekken alongside M. Bison and also featured in Project X Zone and its sequel Project X Zone 2. Additional appearances include the mobile puzzle game Street Fighter: Puzzle Spirits and the anime produced by Studio Gonzo.
