It follows war photo-journalist Saeko Shirasu, whose photograph of civilians raising a makeshift UN flag in the fictional country of Uddiyana becomes a peace symbol stolen by an extremist group. The series centers on a covert Special Development Command unit sent to recover the flag before a truce collapses.
